In Texas, resident insurance agents and adjusters are required to complete 24 hours of continuing education (CE) every two years, which must include 3 hours of ethics training. At least half of these hours must be completed through classroom or classroom-equivalent courses. Additional training is mandated for those selling annuities, long-term care, or flood insurance.

Texas Insurance Continuing Education Courses

To maintain an active insurance license in Texas, resident agents and adjusters must adhere to specific continuing education (CE) requirements as outlined by the Texas Department of Insurance (TDI).

General CE Requirements:

  • Total Hours: 24 hours every two years

    • Ethics: 3 hours

    • Course Delivery: At least 12 hours must be completed through classroom or classroom-equivalent courses; the remaining hours can be obtained through self-study courses.

  • Course Repetition: Courses cannot be repeated for credit within the same two-year license term.

  • Carryover Credits: Excess CE hours cannot be carried over to the next renewal cycle.

  • Compliance Deadline: CE requirements must be completed before the license expiration date. If not completed, licensees have 90 days to fulfill the requirements and pay a fine of $50 per deficient hour. Failure to comply within this period will result in license inactivation.

Special Training Requirements:

  • Annuity Products: Producers must complete an initial 4-hour annuity certification course before selling annuity products. Subsequently, they must complete 8 hours of annuity-specific CE during each two-year license term.

  • Long-Term Care Insurance:

    • Initial Training: 8-hour course required before selling.

    • Ongoing Training: 4-hour refresher course every two years.

  • Flood Insurance: Producers must complete a one-time 3-hour course on the National Flood Insurance Program (NFIP) before selling flood insurance.

Exemptions:

  • Non-Residents: Non-resident licensees are exempt from Texas CE requirements if they are compliant with their home state’s CE requirements.

Additional Information:

  • Course Approval: Only courses approved by the Texas Department of Insurance count toward CE requirements.

  • License Renewal: CE requirements must be completed before renewing a license. It’s recommended to complete CE requirements well before the license renewal date to ensure a smooth process.
