Pennsylvania Continuing Education Requirements
The Pennsylvania Insurance Department uses continuing education to ensure producers maintain technical competence. Licensed producers must complete a minimum of 24 credit hours of CE every two years. Act 142 of 2024, which takes effect in 2025, introduces new requirements: producers must include 3 hours of ethics as part of their 24‑hour total and property & casualty agents must complete a one‑time 2‑hour flood insurance course. Credits can be earned through approved classroom or distance‑learning courses. Producers with multiple major lines (life/health and property/casualty) do not need to duplicate hours for each line. Excess credits (up to 24) may be carried forward to the next cycle.
Specialized requirements also apply:
- Long‑term care – Producers who sell long‑term care partnership policies must complete an 8‑hour initial training and a 4‑hour refresher every subsequent cycle.
- Annuity suitability – A 4‑hour annuity suitability course is required before selling annuities.
- Public Adjusters – Must complete 20 hours of CE every two years, including 3 hours of ethics.
Failure to complete CE will result in voluntary termination of the license, although producers have up to 60 days after expiration to complete courses without a lapse.
