The Oregon Division of Financial Regulation mandates 20 hours of pre-licensing education for each major line of authority. Embarking on a career in Oregon’s insurance industry requires meeting the state’s licensing requirements, which include completing pre-licensing education and passing a state exam. The Oregon Division of Financial Regulation oversees the licensing process, ensuring that candidates are adequately prepared to serve the public.

Pre-Licensing Education Requirements:

Candidates must complete an approved pre-licensing course corresponding to their desired line of authority:

  • Life Insurance: 20 hours

  • Health Insurance: 20 hours

  • Property Insurance: 20 hours

  • Casualty Insurance: 20 hours

  • Personal Lines Insurance: 20 hours

These courses can be completed through classroom instruction or online formats. Upon completion, candidates receive a Certificate of Completion, which is valid for one year and required to register for the state licensing exam.

Licensing Process Overview:

  1. Complete Pre-Licensing Education: Enroll in and complete the required 20-hour course for your chosen line of authority through an approved provider.

  2. Pass the Certification Exam: Achieve a minimum score of 70% on the course’s final exam to obtain your Certificate of Completion.

  3. Schedule and Pass the State Exam: Register for the licensing exam through PSI Services LLC at www.psiexams.com. Bring two forms of valid identification and your Certificate of Completion to the exam.

  4. Submit Fingerprints for a Criminal History Background Check: Complete fingerprinting as part of the background check process. Details are available on the Oregon Division of Financial Regulation website.

  5. Apply for Your License: After passing the state exam, submit your license application through the National Insurance Producer Registry (NIPR) at www.nipr.com.

Pre-Licensing Education Exemptions:

Certain professional designations may qualify candidates for a waiver of the pre-licensing education requirement:

  • Life and Health: CLU® designation

  • Property and/or Casualty: CPCU® designation

Applicants must provide verification to the Division of Financial Regulation and receive the education waiver prior to testing. Each waiver is valid for one year, and the applicant must present the original waiver on the day of the exam.
