Embarking on a career in Pennsylvania’s insurance industry requires meeting the state’s licensing requirements, which include completing pre-licensing education and passing a state exam. The Pennsylvania Insurance Department oversees the licensing process, ensuring that candidates are adequately prepared to serve the public.

Pre-Licensing Education Requirements:

Candidates must complete a Pennsylvania Insurance Department-approved pre-licensing course corresponding to their desired line of authority:

  • Life Insurance: 24 hours

  • Accident and Health Insurance: 24 hours

  • Life, Accident and Health Insurance: 24 hours

  • Property Insurance: 24 hours

  • Casualty Insurance: 24 hours

  • Property and Casualty Insurance: 24 hours

  • Personal Lines Insurance: 24 hours

Each course must include at least 3 hours of ethics training. These courses can be completed through classroom instruction or online formats. Upon completion, candidates receive a Certificate of Completion, which is valid for one year and required to register for the state licensing exam.

Licensing Process Overview:

  1. Complete Pre-Licensing Education: Enroll in and complete the required 24-hour course for your chosen line of authority through an approved provider.

  2. Pass the Certification Exam: Achieve a minimum score of 70% on the course’s final exam to obtain your Certificate of Completion.

  3. Schedule and Pass the State Exam: Register for the licensing exam through PSI Services LLC at www.psiexams.com. Bring one form of current signature identification and your Certificate of Completion to the exam.

  4. Submit Fingerprints for a Criminal History Background Check: All first-time individual resident producer applicants must be fingerprinted. Register online via the IdentoGO website or by telephone at 844-321-2101. Use service code 1KGBGJ when registering. Do not register for fingerprinting until after passing the examination and applying for licensure.

  5. Apply for Your License: After passing the state exam and submitting fingerprints, complete the insurance license application online through Sircon or NIPR.

Pre-Licensing Education Exemptions:

Certain professional designations may qualify candidates for a waiver of the pre-licensing education requirement:

  • Life and Health: CLU® designation

  • Property and/or Casualty: CPCU® designation

  • Life, Accident and Health or Property and Casualty: CIC® designation

Applicants must provide verification to the Pennsylvania Insurance Department and receive the education waiver prior to testing.
